If you are applying as an international student, you probably dont have to worry about that because only residents of USA will get SSN# (Social Security Number). You can leave it blank if you are an international student trying to apply to an USA university from outside the country. Once you are approved and given admission and once you get visa and come to the university of your choice, they will give you a temporary student number. You can use that number till you apply for Social Security number.
