Depends on the programming....shows that men are prone to watch will show more commercials geared to men and vice versa. Lord knows men DO NOT want to see a feminine hygiene product commercial during broadcast basketball, football, or sport show.
Just like most toy, flavored/sugary cereal, fruit juice box commercials are shown on Saturday morning..why?...because that's when kids are more than likely to be watching TV.
In reality, since there are probably more TV programs geared for women (at least on network TV), I'd have to go with there are more ads geared towards women. This is also true because women probably spend more money on average than men. Women tend do to most of the day to day shopping while men go for high ticket items.

Women spend more money than any other gender. So women. Also children get a lot because of parents that buy for their children. Men get the least amount of commercials aimed at them.
