In all the referneces of comedy of him I have seen, he does this, the Simpsons, Pinky and the Brain etc.

He refers to that tiny thing in his pants as his
3rd person...he was even a spokesperson for
Viagra!!! We all know how Repugs have the
hardest time getting it up due to lies keeps it down!
