Yes just uninstall the limewire of 3.11, and reinstall 2.10 oe-c.

No. In order to install 3.10 OE-c, you need to downgrade your PSP to version 1.50 first.

Currently, the is no possible way to downgrade from 3.11.

You may want to sell your 3.11 and buy one with 3.10 OE-c on it at Ebay.
