Windows 3.1 was the first popular one, 16-bit.
Windows 95 had 32-bit support and was a major rework.
Windows ME was pretty much Windows 95 just with added junk.
Windows 2000/NT was again a major rewrite. Certain things (multimedia) won't run easily.
Windows XP was also a major rewrite, but still based on NT in many ways.

The differences are:
1) Security +Updates
2) Advanced programs with better graphics. e.g: Autocad or advance programs or updates with IE7.
3) System compatitability with the software.
P.S I personally stick with WindowXP unless you want to have good graphics taking up your memory in Vista. But later in the future we might as well change it when you decided that your window is getting too old. (Like win98 now, or NT).
