I own a shop, and deal with stuff like this on a daily basis. The front brakes will run you from $60-$80 depending on the grade of pads you use. If you have to have anything like turning the rotors, or missing parts such as clips, it can run another $10-$12 per wheel. For brakes I would just take it to a brake shop such as Midas, and have it done right. This way you get a warranty, and you can assure they are done right. Since brakes is all they do, they can do them fast, and know what to look for, so you won't spend all day waiting for them to be done. Doing your own brakes is not a good idea, if you don't have tools, and experience in doing them. Your life depends on brakes, and this is the one thing I can think of on a vehicle, in which NO ONE should try to cut corners on to save a few bucks. It's just not worth taking that kind of risk. An example would be: I once saw this family of 5 get killed because their brakes failed. The reason the brakes failed was the rotor on the passenger side of the car was turned beyond a safe thickness, it broke, and they lost control of the vehicle doing 70 mph, and went across the media, and into the path of a big rig.
Part 2:
NO garage in their right mind will have customers bring their own parts, or will they do the work if they are smart. The reason; If the parts the customer brings are defective, then who will gurantee their work? My shop can only stand behind the parts we purchase, and the parts store will pay us labor for doing the job again if the part was bad. Midas is not the only shop that does brakes, but was only used as an example. As far as sub-standard parts being used by any company, is just not how things are done. Quality control by our own government does not allow for any business using sub-standard parts. One way to look at it is; there are not that many companies that manufacture brake rotors in the world, and a company such as Midas can do work cheap because they buy parts in such a bulk that they can sell parts to you cheaper than the parts store can. I'm in no way advocating Midas, or any other company, just stating facts.

Do not go to Midas. They will not tell you where their brake rotors are manufactured. Are they made in Canada, United States, or are they made off-shore. Buy Wagner, AC Delco or EBC rotors and pads from either of these companies ask an independent shop if it's OK to bring your own parts in. I know for a fact that Ford Garages will let you use your own parts as long as there not $ cheap parts. They'll use NAPA or Car Quest parts no questions asked. If you want a cheap job, Midas is the place to go. They use very abrasive rotor eating Raybestous brake pads. Ask them about their warranty. Sure they advertise an $89.00 brake job but what are you getting, a set of pads and labor. The first thing they pull is: Our technician found that you need rotors @ over a $100. bill each. Now your job is $300. plus tax. No thanks. Select your choice if good parts and get it done elsewhere.

If you did it yourself would be about a total of 40 dollars if you take it somewhere it will be anywhere from 40-60 dollars a side. Changing brake pads is one of the easiest things to do. it's 2 bolts to remove.

around 89.95 at most brake shops. but you can buy the pads at auto zone for 15 to 20 dollars and get someone to install them for you or do it yourself.
