Does anyone know what the laws are in NJ about being a councelor? Do you have to be cerified??

Well, a good first start would be to actually learn how to spell the job title. It is counselor.

As for the certification/licensure, here is a list of occupations requiring a license in NJ. It depends on what type of "counselor" you are looking for, but most will require it.
