If you were "falsely accused" in NYC of housing violations, the inspector wouldn't have issued a violations list which allowed your tenant to remain for so long while the violations were abated and reinspected.

Inspections are arranged quickly in NYC. If there weren't any violations, you would have been back in court within a matter of weeks and the judge would have ordered the tenant to pay immediately.

NYC housing law is extremely complicated. If you don't follow the procedure and housing code exactly, you pay dearly for it.

It will depend on your location and any special rent control laws. In some places you can evict a tenant within days of not paying rent.

Why does it take a year? Because the laws are set up to favor the renter. This is because more voters are renters then landlords, so the politicians try to buy votes from renters.
