1st, 2nd, and 3rd world country labels are relics from the Cold War.

The first world were democratic capitalist countries that were industrialized. NATO was the biggest collection of these countries

The second world were Communist, industrialized countries. The Warsaw pact is the biggest collection of these countries

The Third world were non-aligned countries that were not industrialized. Basically the third world was the battleground for the Soviet Union and the US fighting for converts to their ideology. The Cold War was fought for control of these countries either by military conquest, or political influence.

Its not genetics, its just luck. Europeans experienced the Agricultural revolution before anyone else, which led to the industrial revolution, (Also in the Americas) which led to an increase in technology, which is basically what decides the standing of a country. There's no genetics that says white people are better than others, its just the luck of historical events that put countries with large white populations on the top of the world power ladder.

It really depends on what part of the country you're in. The bulk of the area is 3rd world in terms of no sanitation, inadequate food and clean water, no access to health care or education, etc. However the cities are advancing rapidly. In this aspect, China is similar to many 3rd world nations in Africa, although its cities offer more advanced technologies to a larger middle class.

However, excluding the "Communism" they look a lot like the USA in the 1950's; huge growth potential.
