A Central Government Servant taking treatment from a doctor and taking the medicines prescribed by him. After three weeks his ailment persists and no improvement in the pathological test on the basis of which he prescribed medicines. Taking in view the non improvement in the ailment that employee wish to change the doctor of his own choice who is specialized for the same ailment. Can he change the doctor of his own choice if he ready to meet the expenditure for his treatment given by the doctor of his own choice to save his life. Can he do so ?
