A mortgage broker is a person who has relationships with several mortgage companies. If he's good, he will search out the best mortgage for the borrower's situation. Some want 0 points, others want low payments, etc. The broker is paid by the mortgage company; not the borrower.
To become one, you first need to know the mortgage business. Get a job at any mortgage company.
