Try using ZUD. It comes in a yellow can & can be found where powdered cleansers are in the grocery store or in your local department stores. Sprinkle some ZUD into the toilet, let set for a while, then using a toilet brush, scrub the toilet. I have had the best luck with ZUD & it's good for removing rust too.

It may be a rust stain from iron oxides in the water OR, if it is blackish, it could be mildew. First try the acid-based mildew removal sprays. Make sure you don't mix them with the other cleaners because you could cause a chemical reaction creating a toxic gas! It's best to turn off the water valve (it should be behind the toilet) and flush to empty the bowl first. That way you can pour the cleaner on the porcelain and it can soak into the stain before you scrub it. It may take several applications.
If the mildew stain remover doesn't work, check a hardware store for rust removers like Whink and try that.
Unfortunately, sometimes you can't get all the stains out if a bowl is old (the material is more porous than a new toilet) or has been sitting for a while so be prepared to have to replace it.

Next time you're at the store check the ingredients on the cleaner bottles. Look for one that is 20 or 25% Hydrochloric Acid(sometimes called Muratic Acid). A thick, clinging formula works best. Before you put it in the bowl, shut off the water. The valve should be under the tank. Then flush and hold the handle down until all the water runs out. This should get most of the water out of the bowl. Put the cleaner on, let it sit for few minutes and scrub with a brush. Be careful not to get strong acid cleaners on your hands, or spill on the floor.

You need to find "Poly Ortho". It's what businesses use to clean toilets. We get ours from a Pizza Supply Place. Any distribution place that has a store for the public should have it or know where you can get it. Be careful because it will burn a hole in carpet and floor covering. Put it in and brush then let sit for a couple of hours or more. If that doesn't do the trick, nothing will. If you have rust stains, you will see them turn yellow and then disappear before your eyes. This stuff is wicked strong so be VERY careful! Rinse your hands in cool water after using to make sure none is on your skin. Hope you find some!

The ring is at the water level.
Water dissolves the ceramic in the toilet over a period of time. Nothing you really can do except replace the toilet.
