my web guy used .gif and it's not working quite as fast as i want it to (u have to put the mouse over the button for a second before it changes color) he says it's my server but i think otherwise. Could i be that gif is larger than png? what else could the problem be?

well - it depends on the code in your page for the delay in seeing the image, early browsers do NOT support .png and the actual file size of a graphic can be altered - perhaps it's not been optimised very well.

What I'd suggest you need to do is either get a preload image script into the page or actually just not use an image for a button.

Button images are and should be on the way out - they're not as accessible as text buttons and of course need to load before the user can see what it's mean to be.

I think gifs are smaller. It sounds like your web guy is right.It could be a simple misconfiguration of the web server. You will need to tune the server. Some of the things that can slow down a web server are.
A large number of CGI or ASP requests.
Other processes on the computer (particularly a probem with Windows), such as database server and local client software.
Excessive number of web hits.
Network intensive programs on your lan.

pngs will not be able to change color on command, unless you are using flash. It has to be a gif in order to change if it is on a regular page.

Depends. both are good because theyre fully supporrted by windows.
Make sure your button zise is not too big to open.
Just consider which one have smaller zise, I think.
