check all the lights first, check for light on router for the port you are using and look at the network card in your computer there should be lights on it to. are they on? are they green? have you tried to ping the router - click start - run - cmd and press enter. In dos box type ping 192.168.0.xxx whaterever your routers ip is. you said one system is working fine so switch the network cables around and see if the working system works with the other network cable also maybe try to plug it into a different port on the back of the router(I have seen many times where a port just quites working). Have you tried bypassing the router and plugging the cable from your isp modem directly into your network card on your system, if it works like that then you either have some settings in the router wrong or bad cable or port on router.

Make sure you don't lock the other computer out, as this is a common problem.
On the workable computer, log in to the router.
If you set to block by MAC addresses, make sure that the only PC which can't access the Net isn't on the block list.
Also, if you use encryption of any sort, make sure the key is typed in correctly.
You may have to restart router to apply the settings, if that's the case, restart it. Then try again.
If it doesn't work, check the LAN link light. Make sure that two LAN link lights are up.
If it doesn't work, try shutting down the PC and turn off all power supplies. Wait for a while, typically 30 seconds to 1 minute, then turn it on. Turn on in this sequence - PC, router, monitor, speakers
Check if the LAN link lights are light up.
If they aren't, you might want to switch cable, and check if the other cable is faulty. If it is, you will need to buy another cable. The type of cable to buy is a straight cable, not cross cable, as it will not work.

This is a common problem associated with improper setup.
To fix it do the following:
1. Turn off all computers, routers, and cable/DSL modems.
2. First power on the modem and wait about one minute for it to establish a solid connection.
3. make sure all cables fit snugly into the proper ports on the router and then power it on.
4. Wait about one minute before powering on the computers and using them.
This resolves the problem in most cases.

Are you sure you have allowed IUSR access to the folder on the web server? That is a very common mistake and is often overlooked by many people. Also, make sure the web server service is running also.

its either something wrong with the compute or the cable that travels from the working computer to the one that don't, it could be the split in the line or the cable itself isn't hooked up right.
