Companies block sites for several reasons:
1. Liability: porn may be posted on myspace.com and an employee could claim its a hostile workplace as a result.
2. Viruses: Most employees have no clue what they are clicking on. Since they dont own the computer or have to worry about the damage they click on anything thats shiny.
3. Should be working: Im sure if you told your boss about your "down-time" he/she would give you things to do or lay you off and give your workload to someone else.
As to why its available during certain times:
1. Does it happen at the same times? if yes then whoever setup the filtering did it incorrectly.
2. If it happens randomly than either the administrators need to take the filter down to do somthing with the network, or the server running the filtering program is having troubles.

i would suggest its probably because there server goes down for a short period of time, so the blocked sites will be allowed, because the server which controls what is allowed or not, is down, so therefore, the restrictions don't apply.... that makes more sense than them just randomly unblocking them. However some companies may unblock them at lunchtimes, or break periods, when workers are allowed to browse whatever they want......however this is unlikely because the sites were blocked for a reason, and this could make the system unsecure, so again i would suggest its because of a server problem :) Hope this helps!

Because your company probably uses a product like Surf Control or Websense to block and monitor employee internet activity. These 2 products also give your company the ability to allow internet access at different times of the day. By the way, these products also have the ability to log all of your surfing activity even the activity that shows that you attempted to go to a site but were blocked. Hope this helps.

Most likely it is just a maintenance window on the company server, or an update being installed to the blocking software, depending on what your company uses.
It is easy to avoid. Read a book, read the news, learn about the business and move up the ladder.

usually if its a school the computer is determined now to not allow you to make those type of adjustments, one can attempt clicking equipment: internet ideas: relied on internet sites and including the url to that record yet i doubt it will artwork.
