if the observer is sitting on the surface of a black hole, he doesn't see anything , because he is organic paste. try asking that question to your science teacher. if they tell you any different, they don't know squat.

yes they will see the photon waves speed however that would be impossible to sit next to a black hole because it will just be sucked through it

the answer is YES an observer will ALWAYS measure the speed of light to be constant. this is a very good question though, i like that your thinking about such things...
