none of those two I would pick the best one is called "The Floppy Seat" and is about 10 dollars cheaper.

Neither...I'd go with the Floppy Seat. I bought two of them for my son (he used to projectile spitup all the time and we needed a spare). One of his is still usable for my daughter, and I just bought another for her. It's kind of padded so that it's comfy, and it works on both restaurant high chairs and shopping carts, even the big shopping carts at Costco. And it covers the entire seat, front and back.

I used one called a "Floppy Seat" and it folde up into a bag. It was also used in restaurant high chairs. I liked it alot and it was easy to carry around and tote in the car.

Another possibility is making one yourself. I have seen patterns in sewing shops for these. It might be a cheaper alternative, and you could make more than one if needed.
