No you can not obtain a passport with out the other parents permission. I have had to do that for a father who never had any vistitation with the child thats just how it is. That also protects you if your ex tried to kidnap your child. Good luck

CHECK THE LAW OF THE STATE WHERE YOU LIVE.
"Sole custody" does not mean that the other parent has no legal rights at all, unless the court has so ruled. If you are going on a legitimate trip, the other parent should be willing to consent. If they have any reason to fear that you MIGHT not return, they can petition to block getting a passport.
Yes, there ARE such laws, due to the reality of many parents abducting children out of the country. For some states, even with sole custody, you need permission to take the child out of state.

No you should not need permission from anyone else if you have sole custody. However the 16 year old is applying for an adult passport yet still needs the permission from a person with parental responsibilty (YOU). Good luck xx

Sole cusotdy is just that. If you are divorced look at your divorce papers which should have that information in there. Regardless obtaining a passport would not be the issue, relocating or taking the child out of the country would be the issue. So yes as far as obtaining a passport without consent of the second parent goes, yes.

At 16 the child is considered an adult and can apply for a passport themselves, custody not an issue

My mom did for me. She had sole custody.

yes I think the only thing you need is SN# and Birth certificate If you have them send a way for it
