Ignore these two "Health and Safety" managers, both are wrong.
There is no yes or no answer to this question. It is up to you to produce a risk assesment and make a judgement if it is safe for a young worker. This must cover all aspects of what they will be required to do.
For example,
will the worker have to lift something that is too heavy to handle by themselves?
Is there a risk of violence?
Is there a safe way in and out of the building?
All these and many more factors must be considered. You should also consider how the worker will be supervised, regular contact by telephone, regular visits, alarm devices etc.

ok heres how it is
As a 16 year old employed properly as a cleaner. there is no legal reason under employment law which states that you cannot work alone ina a building.
Employment law doesnt cover that type of stuff.
But it is up to the company to carry out health and safety assessment and say whether it's safe or not.
If they place you in that situation then they have to justify that.
That part is covered byt health and safety in the workplace legislation.
As somebody else has pointed out , really you shouldnt in case smoething happen or the ceiling falls in on you.
But i used to clean in a hospital and have to clean entire buildings by myself.
its common practise in a lot of companies

There are some lone working policies that you could write, staff checking in and out etc however I wouldn't recommend it. Additionally the fact that the employee is 16 adds an additional risk. Though not strictly illegal the processes you would have to put in place to be legal within health and safety law would be prohibitive

The simple answer is NO. No one can work alone in any building regardless of age. For health and safety reasons.
