Although FedEx, UPS and DHL sometimes provide this service (duty-paid), they can be quite expensive
I have a different idea - send him a gift from inside Russia. There are many online stores in Russia (ozon.ru is probably the most trusted one), which accept U.S. credit cards (PayPal does not work in Russia and using Russian analog is too cumbersome for you).
The caveat - you have to read Russian

From my experience, if you send a package to Russia, the sender pays all the taxes, and not the person that receives the package. Maybe the rule changed. You could always buy things from online stores, most of which deliver worldwide for an extra fee.

I send packages to my Mom in Russia, always writing it's a small gift. She never has to pay any taxes to get my packages.

if a person sends a small non-commercial package to other person in Russia nobody pays any fees. just do not use any institutional addresses (like company or college address, etc.), use home addresses. i (and the other people i know) did that several times by regular mail, last time it was just a couple of months ago.

But anyway... the most popular what you can use is DHL, you can go on their website (www.dhl.com) and find out how much will it cost you to sent what you want to him. (it's quite expensive)
And still i don't understand what he has to pay? My friend from Cyprus usually sends me smth and i just go to the post-office and get it without paying anything.
Or as one of the answerer's said you can use an internet shops - i often use www.bolero.ru (they even deliver from amazon.com), or ozon.ru - and get it payed online and delivered straight to him without making pay him anything.

i've send many times all kind of packeges to Russia from US, and receivers never paid nothing, i paid everything myself. Go to the nearest post office, they will explain you everything.
