If the water source is gone, most times no. Most wood rots due to moisture and water problems. Wood that rots this way, will be soft and pull apart kind of like string cheese. Wood can also dry rot. When this happens the surface will crack into squares or rectangles. This won't stop.
All rotten wood should be replaced. Insects like Carpenter Ants love rotten wood.

I have to disagree with your previous answerer. Rot in wood is the natural breakdown of wood fiber, it will continue to breakdown. I would replace it, never leave rotting wood in your home.

Depends upon whether it is dry rot or mold or bacterial (Fungal) rot.
Dry Rot should stop upon drying out completely, but more of it will probably come out then expected as it usually has penetrated deeper then is obvious.
Mold or bacterial rot needs to be killed to stop it
