I've wondered that myself.

Most of the "women" I see doing this are actually teenagers, either in high school or in college.

In the college where I teach, I frequently see women in miniskirts and high heels, trying to make their way across ice-covered sidewalks without falling on their little butts. These are the same women who won't wear a hat because it will mess up their hair, even though they have to walk 1/2 mile from the dorm.

I rarely see this in "adult" women.

Because they can? My dear old nan used to have a saying that relates to this question....."your a long time dead" meaning do what you want, when you want, whilst you still can....after all,I can't really see many 70 somethings wearing a mini skirt be it warm or cold weather.

I don't feel cold with a mini skirt instead I feel hot! That's why. Kisses!

There is nothing wrong with wearing a mini in cold weather - it's what you wear on your legs that counts.

I was wondering the same thing when I was at Burlington Coat Factory shopping for winter clothing for my daughter. Most of their "new" items were miniskirts that came above the knee!! I was thinking to myself "Ok, now winter clothing is supposed to keep you warm. Not show off your child legs and imply things that should never be implied with children". Needless to say, I did not buy them. I headed to Kohl's and bought my daughter a bunch of Dora (she's obsessed with Dora!!!), Backyardigans, and Princess outfits that had sweat pants or cute pants and a cute shirt.

For those who wear them and wonder why they are freezing in -10 degrees, think about it.

I wear short skirts all year round but in the winter I wear them with tights and boots. My husband has no complaints!

I feel that skirts tend to either look kind of trashy or cheap if they are tight and short, or they are really just the run of the mill jean skirts that are not necessarily sexy.

i wear a skirt to work but wear tights under it cos its cold it called fashion honey and being femminine, i only have bare legs with a skirt when it's not cold.

A very good question. And, one new years eve, I was watching girls headed for the Trafalgar Square celebrations who were wearing 'sandals' ...whilst there was a good three inches of snow on the ground.
