I consider lower abdomen where the hipbones are. So it is at the height of the hipbones and below to where hair starts growing.
If you're having pains in your vaginal area, I would more consider that groin pain rather than lower abdomen pain.

Lower abdomen is bellow you belly-button!! If you are pregnant you will have pains in that area!! Your belly is growing and your pelvic bone is spreading to prepare for the delivery!! Some pain and pressure is normal, but if it is very uncomfortable call you doc!!!

It's below you're belly button and above your hip bones/pelvis. Around the area where you might get cramps before your period.
