In my honest opinion I would say no. But there are some people out there that might say yes. I think a black button down with white stripes should be worn with jeans or khakis or if you feel like wearing all black try some black pants with it. You're blue slacks could be paired with a white button down or a cool toned shirt.

You should wear a black shirt or pants if you are trying to match, but you can mix other colors to make your own statement.
