Yes, it seems that city dwellers are more likely to develop kahunsho even though there are obviously far more cedar trees (main cause of spring pollen allergy) in the countryside than in urban areas.

Medication is available. Some people choose not to take it because it tends to make you sleepy. Also, I've heard that it works best if you start taking it in late winter, before the symptoms start.

It's not caused by cherry trees. I heard that years ago many hills around Tokyo were logged, and pines were planted to reforest the area. The unnatural abundance of pines causes kafunsho. Maybe in the countryside there's a more natural balance of greenery, thus the allergies are not as strong. But everyone gets kafunsho, no doubt about that.
And of course medication is available. . .but you know, there is no cure for hay fever. Medication only alleviates the symptoms.

When I was in Tokyo, I got this kafunsho..or allergy.. I don't think it has something to do with being a foreigner or japanese but being around with people who have this allergies and being in a place where this allergy is going on ..I did had injections, took medicine and herbal products, rest, etc. etc..and suffered every year because it keeps coming back .Even I had those regular medication, it didn't work for me.
then I moved, it is gone and no more allergy problem.
Now I am fine and doing well without any allergy bothering me..

Psuedoephidrine will clear out the stuffiest nostrils, but I don't think it's available in Japan due to it being precursor for meth. I've never suffered from hay fever; but I think yes, that's because I'm not from the big city.
