all of the answer you gotten have some truth to them,
the reason your getting an ice dam is because you do not have a constant temperature from the bottom of the roof to the top. you most likely have a heated room under the area that is leaking and the heat is passing up through the roof melting the snow when it hits the bottom edge the cold air is refreezing and thus the water is getting sucked up under the roof this spring i would look at installing a ridge vent if you do not already have one and then at the front edge of the roof make sure that any insulation you have is pulled back that is is not shoved all the way out toe the end you want the rafters to remain open you can install a rafter vent by Owens corning this will help to keep a a more constant temperature from top to bottom. you may also install heating cables they do work but i would use a professional installer they should be mounted on a g.f.i. switch outside and then a light switch some where you can get to. going to a metal roof is not going necessarily correct the problem.

IMO opinion steel roofs are much better then shingle, but I'm not sure of your question? Is the ice build up on the edge of the roof or is it in between sections?

Depends on how flat the roof pitch is. It may worsen the problem and not correct it. Best way to resolve it is remove gutters in winter months and snow rake the roof when it snows. I'm not too keen on the heating wires they install!

Only if the snow blows completely off your roof or you remove it. Sometimes the steel roof can casue snow to melt and sheets of ice to fall off when it freezes again.

I would look under the shingles to see if any ice dam protection (rubberized sheet self adhering) was installed as well as ventilation in the soffit area. That is what needs to be done as well as checking your attic for proper ventilation.
