You need a garage, allot of tools, and the knowledge to perform body work and mechanical upgrades. Oh yeah and customers.
Not exactly sure what you are asking here? Depends on your local laws and regulations too. You might need permits, etc. Most likely insurance.

Joking aside you need to find out what is popular and selling in the current market place as to ensure that the initial inventory is something that sells well.

Also instruction manuals as DIY'ers are pretty much active in that kind of marketplace.
