You'll find out in book 7. It could be Regulus Black, because that's the only character that I've been able to locate with the first and last initials R B, but you just never know!

I think it is Regulus Black...There was a quote from JKR on some website that talked about it, I dont remember what website. D'you remember that "heavy locket that no one could open" when they were cleaning #12 Grimauld place(srry about spelling) I think that was the horcux !!! But we just have to wait for July!

i pondered over this question for about three weeks re-reading that paragraph... maybe REGULUS Black but i thik that part was wrote specifically to make us readers wonder, who?

I too think it's Regalus Black. I don't think there have been any other charectors of signifigance that had the "r" "B" initials. I believe the necklace they found in the cabinet at Grimwald Place is the one with the horcrux in it. That would also give a nod to Regalus.
