Negative I think overall, but some politicians have argued that some people in the lower classes see alcohol as 1 of their few pleasures in life and a release from poverty etc... But overall, yes I would say it has a -ve effect, health-care costs, damage to public property, police time spent at alcohol related incidents all have to be paid for by the tax payer, not to mention all the deaths from overdosing on alcohol and getting ran over when drunk and stuff like that. However, if it was completely banned like in the states in the 30's there would be even more troubles. People would still be drinking but illegally which would open up doors for organised crime as it did in the US. Also people would be brewing their own, 'moonshine,' and blinding themselves or killing themselves because of the strength. Anyway we all like a drink don't we? (or I do occasionally) it's just the knob-heads who go out fighting that ruin it for the rest of us.

Both (but more of negative).
Modern Britian has the following reasons to thank Alcohol:
1. Bars and pubs (most have free entry. Alcohol sales sustain the business)
2. Alcohol sales has stimulated a social culture (This might sound funny but a reach cool chat up line is "can I buy you a drink?")
But beyond the job of alcohol, it has:
1. Fueled voice in city centres (drunk fighting)
2. Increase pressure on the NHS (to include health related effect of drinking)
3. Assisted in promoting a smoking and drinking culture (it looks cool in a bar to be caught drink champagne and smoking something).

Overall a negative affect.
Short term highs long term lows leading to alcoholism and liver damage as one tries to counteract the lows with more alcohol to get high.
Although quite often if someone is already low when they drink they can become even lower, so the affects of alcohol and its ability to make one feel good are not effective.

from the T.V shows that portray alcohol, NEGATIVE! it shows men fighting, women weeing in the streets, underage kids passed out from consuming too much. Britain just looks like a country of drunks. although some of us that drink it sensibly do not get potrayed in any way. so people only see the negative side of britain.... not the positive (if you can call it that)

Positive. Most of us enjoy a drink to relax with friends, not to fight people on the street.
