Larsen & Toubro is not a government company. The company was founded in Bombay (Mumbai) in 1938 by two Danish engineers, Henning Holck-Larsen and Soren Kristian Toubro. The company is publicly listed.

While the company does have business connections to the government due to the nature of its business (construction & engineering), it is not a government company per se.
