Absenteeism or a high staff turnover are indications that not all is well within the company.
It may be that a culture has developed which makes it acceptable, or that the working conditions are poor, or the staff are unmotivated. Perhaps theres an unpleasant atmosphere in the office. Perhaps good work goes unrewarded.
Once this kind of culture develops it can be difficult to reverse.

This book is still a very useful explanation, mostly in plain English, of how these situations develop; and how to change the company.
It might help to spend some time in the office where its happening and see what goes on.
Until the cause is removed the problem will persist whoever goes to work there.

This is a very basic question because it is proven that the happier your staff are then the less absenteism occurs. An example being when everything is good and bonus is paid staff retention and absenteism is also good.
If staff feel they are valued then the same applies.
Absenteism is controllable using the Bradford Index. this way you award points for each absence and can then , in effect, discipline people for excessive absenteism. Without knowing your background I would say that if this is a problem then look at the underlying issues to find what is causing this and you may discover an easy win win situation.

Those are great answers but due to most labor laws almost unenforceable. Attendance is a major factor in all business and should be treated with "kid gloves". Though threatening has worked in the past I believe good work ethic is ingrained in an individual and should be a top priority among HR departments hiring scale. Generally if you have an employee who has great attendance in their first 90 days as well as a positive work attitude (look for smiles) then they probably love their job. And loving or even liking their job is very important. Whether it be for the pay or for the type of work if you don't love it eventually the employee will grow tired or bored with the job and will begin to slack off. Fear isn't always the response you want in an employee.

People often don't turn up for their work cause it's boring and mundane try giving the employees some incentives or perks in our place we have a TV for break times free vending machines gym

I have always found reward days have a positive effect on employees. If a staff member has no sick days throughout the year or a given time period, reward them with an extra days holiday.

People often avoid doing what they are forced to do. Analyse the reason why people don't come. Personally, I would like to be able to bring my pet sometimes, and kick **** when things don't move, but hey, I'm not digging down a mine either so I don't complain too much.

Start a bonus system, Offer an early finish as a bonus for the most consistant attender, If all fails , start firing.

Make the place of work an enjoyable, healthy and comfortable environment to be in with opportunity for and appreciation of employees.

To command respect from others one has to repect others.

Spot award employees for "teamwork"

you want people to like each other and look forward to coming into work

team building exercises - eg go rock climbing for a day

Clearly defined policy and sensible HR department. Capture it all in the initial contract and enforce it the same for everyone - and reward low abseteeism
