You can join the National Union of Students (NUS) when you start college (16+), so I guess you'd be eligable now.
Their card is very useful and opens you up to all sorts of discounts.

I'd highly recommend an ISIC card. It's the only card recognised worldwide, there are lots of discounts and anyone under 26 in education can get one.

If you mean an NUS card (discounts and proof of age card) you have to be in the NUS - meaning you have to be a member of a recognised university.

a levels is fine, you need to apply to NUS - national union of students. your college may need to confirm that you ae a student there.
