If you want to crush and not grind, use a hammer and a block of wood. Put a cloth over the pepper corns so they won't go all over the place.

You don't build a pepper crusher. People centuries ago invented peppermills. They do a good job of grinding peppercorns. Why try to reinvent the wheel ?

If you mean a pepper mill, then save your efforts and buy a cheap imported asian-made one.

i use a mortar and pestle for grinding spices, made mine on a lathe, but you can buy them...
