One of the respondents just said that people are different.
That's pretty much obvious, but the more thoughtful answer is probably more complicated and I would imagine be related to the manner of home life and upbringing. Compassion is something that can be hidden or displayed and I think it's something we get tuned to when we're brought up.
For instance when a male demands that children to suck it up and go on, be a man , don't be a cry baby.
On the other hand competition can be a positive teacher and show what the individual may have to include in his maturity.

Some of us, don't forget, have different neurological and hormonal functioning.
I can tell you how much I changed when my whacky hormones got put right- I cry much less now.
However, isolation from society can cause this, or even
a brain wave pattern, since birth, that shows more activation in the right side of the front of the brain. With 75% accuracy, a person's positive or negative approach to life can be determined on the third day of existence out of the womb. Freaky, but true.

it depends on the individual.. it's akin to asking why some people bite their nails when they're nervous and some don't.. crying is a way of expression (sadness, etc) for some.. it's like an outlet.. while not to some.. some people prefer to bottle it up or express it through writing, talking to someone, or even simply laughing things off.. it depends on how the person chooses to react when feeling sadness

Crying is good for health; I guess most of us are ashamed of crying, I mean it's quite unusual to see a man cry, isn't it ?
It is believed that female cry more frequently, although there isn't any evidence for such a statement...

Thats because...
Some people love to express what they feel while some just hide,
Some people are very emotional while others are less,
Some people dont find it shameful in crying while some feel its shame....
what to do thats how different people are....but
those who hide their tears....cry alone within
