What is the meaning of request time out when i try to ping other computer?

It means that the address you are pinging is not responding within the default amount of time. Ping sends an empty data packet to a specified computer which then echoes the packet back to the sender. THe error message simply states that it is not receiving a reply within a reasonable amount of time. This usually means that network communication is blocked on one side or another. This can be causes by a number of things from a faulty cable to various network and firewall configuration settings. Since the ping function can be used by outsiders to scan for computers on a lan, many firewalls block pings by default.

assume you're referring to an error message reported by your Web browser. If that's the case, it simply means that the Web browser was able to submit a request to the Web server, but didn't receive a response. This can (but shouldn't) happen if the Web server is overloaded. I say it shouldn't happen, because what should happen is the Web browser should return a 500 error indicating that it's too busy. Other possible causes of this error are communication problems (for example, dropped packets) or a Web page that performs time-consuming processing (for example, a page that performs database maintenance that takes ten minutes).

means the remote server is not responding and the request is being cancelled

Could be the computer isn't on or has a firewall up.
