A lot of times it's used sarcastically - someone will say, "Oh, cry me a river!" if they really don't feel bad for you when you are upset about something.

example:
You: "I'm totally stressed out over my econ test!"
Them: "Oh, cry me a river! I have econ, poli sci, AND chemistry in the next two days!"

Cry uncontrollably for someone. Show heartache. If you are in a relationship and it ended, you may want your partner to 'cry me a river' so that you know you/the relationship meant something.

It means being so upset you cry a "river" of tears. Lots and lots of tears.
