If you are in the United States Cooper's Hawk, Goshawk and Gyrfalcon (though Gyrs are very rare) will take Pigeons. Coopers would be the most likely. Redtailed Hawks could possibly take a pigeon, but they tend to feed more on rodents and other small mammals. The Sparrowhawks others mention are a European species, and they would be capable of taking a pigeon.

Sparrow hawks regularly take pigeon and dove, so will Merlins although not really in majorly poulated areas and Kestrels only realy tackle small rodents and sparrow sized birds. Owls don't take pigeon as a rule. These smaller birds tend to strangle the pigeon rather than break the neck like the peregrine. If you have seen a bird take a pigeon in your garden, park ect it is more than likely a Sparrow Hawk.

We often have a sparrow hawk come in and kill a ring neck or wood pidgeon every so often, fascinating to watch as they really do go for it!
All thats left is a pile of feathers!!
Even the cats bolt for home when it is around!

sparrow hawks goshawks and some falcons will all take pigeons in flight.

We have sparrow hawks and kestrels here and they will kill a pigeon.
they come and sit on the aviary roof trying to get to the cockatiels we have.
