These must be expensive cuz when we got the one from a plant that shut down... we sent our old kind to our plant in Russia. The one we got takes an hour to cut a 20-sided football by moving a hot wire and rotating a turntable.

Or for 100,000 you can get a 3d laser machine to make those dollar store elephants inside a glass cube. the lasers make precise cracks inside the cube like a 3d printer. A coworker rgot his head copied into a cube of glass for 60 bucks. they just took photos of his head. that was at a glass show.

Sounds like you either want to buy a CNC router or a CNC milling machine. Look up either in google to figure out which you want.
Depending on size of the foam you want to mill and the number of axes you can move the milling head the price will be more than you may be happy to spend. Also milling machines and routers are very bad at doing undercuts. So if you want to do anything which involves undercuts you should look up rapid prototyping. e.g. Z-corp (http://www.zcorp.com/) will gladly sell you some 3D printer for the price of a new car.
The best thing for you to do is not to buy a machine, but to go to some company which has a machine and which will do it for you. Depending on size you will end up paying something reasonable instead of a small fortune. It won't be cheap though.

And if you really want to do this you will have to spend weeks of research before you anything close to ready. You have to learn which programs you can use to make your models and if possible how to test that your program makes good models. Not every 3D model is suitable to be printed or milled, there are a bunch of criteria it has to fulfil. The company which will do the work for you can tell you more specifics for this.

Happy googling. Google is your friend...
