I'm not sure whether you want to be an engineering tutor, but let's say you want to become a math tutor. You could contact any number of tutoring programs that are a part of universities; most have on-line services. Just send them a resume, give a broad range of your hourly salary requirements, tell them why you'd be great for the job, and chances are you'll get responses. There are lots of reference guides that list schools with large on-line programs (Peterson's guides is on example). Also, it would be helpful to mention you know one of the popular on-line educatoinal software programs like WebCT. It's easy to learn.
