British TV sitcom in the 70's or 80's?

It was an old boy "Jacko" who used to sit in the pub in the sitcom "Love thy neighbour". Played by Keith Marsh. He would just chirp up "I'll have "arf" whenever anyone spoke, regardless whether they were speaking to him or not! I remember this was one of the catchphrases of the 1970's!!

He's the kind of actor who turns up in a lot of british progs and you sit there wondering what else you have seen him in!
