This phrase is not a metaphor or simile or such, but is actual English usage. 'Nippy' is from the word 'Nip', i.e. to pinch.
One of the meanings is biting cold.

Good guess: From the word frostbite, as in not enough to bite, just nip. Wild guess: when it gets cold, nipples get hard (male and female) thereby being easier seen. Your choice.

its because people seem to always show they are cold through their nipples, and its noticable so it came out first as a joke but people just use it as a phrase now!
