Let me make a best attempt to answer your question. I think you mean what stipend would you get as opposed to a salary. You do not get a salary, but a stipend. At UTK typically you may likely get a tuition waiver, between $700-1100 per month stipend and health insurance. This is a typical offer, but either one of the elements may or may not be part of your offer. It all depends on the kind of assistantship you have RA or TA or GA and what kind of funds the projects have if you are RA/GA or what the department typically offer.

UT is a party school. Be warned. Alot of drinking and partying makes is hard to study, but at the PHD level, shouldn't be much of an issue, just don't live in normal student housing or the constant noise of parties until 3 am will make you go crazy. If you get a scholarship to a US university you do not get paid, that only means they don't charge you for tuition. If you have a masters degree you could see about teaching low level classes which would give you a small salary. Generally you'd be teaching lab classes.
