Why do you want to reformat it? Doesn't it work? Reformatting your HD will wipe off everything on the HD including windows. To do it (if you are absolutely certain that is what you want to do), insert your WINDOWS XP disc in the cd drive and restart your computer. When it boots up select "Boot From CD" then follow the prompts to get to Reinstall Windows - do you want to reformat the hard drive part. Remember you WILL lose everything on the hard drive and it will reinstall Windows XP from scartch - make sure you have you setup key or you are stuffed.

To format a drive in your commputer - NOT your C Drive, go to: Start / Control Panel / Performance & Maintainence / Administartive Tools / Computer Management / Disc Management Then click on the drive you want to format and then click format and: are you sure? YES. Drive will be re-formatted and empty.
