Tell me a way to transfer money to Romania from India but not in to bank account?

I want to send money from india to romania but to whom i want to send money he dont have bank account in Romania so tell me another way to send him directly at his home address in to his hands

You cannot send it directly to his hands because no cargo companies carry money for safety and security reasons at customs.
The best way to send money would be to send via Western Union - they would take a small charge from the money that you send plus exchange rates may be low. The person in Romania will need to have ID to prove their identity and a security number from your transaction.
Alternatively you can send by MoneyGram it's the same thing but a different name.
You can make either transactions from Bnks or post offices.
