even seth mcfarlane isnt 100% sure on this subject (this has been addressed on DVD commentary)... it is most likely the same as it is with garfield... the majority of the time jon cant hear him talk, but at times..............................................

I've wondered that too. I think they can't but it seems like they can, because they do repond sometimes.
Maybe the writing staff just doesn't care to keep it consistent, they are a bunch of manatees, and creativity is their strong point, not memory.

No they don't hear him. As you already said, Brian hear hims, but the rest of the family only responds to his reactions/behavior/emotions.
