It can matter but not so much. Bowlers usually uses the powder due to Sweat or Due effect. If You are having Rough Palm and Finger even then you have to control the angle of spin and sharp movement of your wrist as well as fingers.
In leg spin some bowlers are using only Wrist and some are using Fingers but in Off spin only Fingers are playing an important role.
Rough Fingers can help you in sharp movement of ball when you leave the ball to Batsman.

It is true that fast bowlers in cricket use the new shining ball to bowl the initial overs and the spinners come on when the shine has gone. Spin bowlers cannot be effective if the ball is shining or their hands are wet(through perspiration) and so certainly a certain amount of roughness of their hands can help them to be more effective.

The assertion is fake. it isn't the graceful or tough arms that are required for bowling. rather that's the standard and former overall performance of the participant and how he tries to bowl. The bowler could desire to bear in mind that he shouldn't permit the batsman get to understand the trick. it will help the spin bowler to grip the ball well and spin well. but more than he need good talent to be a good spin bowler
