If it's so I am wondering what kind of animes you are watching, there are so many with normal breasts. Even japanese adult PC games are having alot of normal and flat breasted girls ^-^

Hahaha. There is a lot of that. But not really all of them. Well, to answer your question... If you were drawing a chick wouldn't you want to draw the proportion to a bit more appealing???. and that is that.
It has received criticism even in anime itself. Like in GTO, Tomoko was criticized as someone with only breasts no brain. Or Lina Inverse from Slayers, who unmistakably has very small breasts and is often teased about it, but she is unmistakably the most popular character in the show...

1 - sex appeal sells
2-japanese anime,the style of the drawing is like taking all the normal things on the body,and making them appear...extraordinary
i guess the easiest way to put it is,they try to make every character male/female look more than just a 10,but in a totally fantasy sense..kind of hard to explain.
and..that's pretty much is the big reason why...

Because most of the artists are men and they have not yet outgrown their infantile fixation on the breast with all the comforting, nourishing associations it carries; not to mention their post-adolescent sexual desires. Since they can draw women that are wrinkle-free and apparently not affected by gravity, they must figure, ‘Why not…?’
