I think he is talking of spasm during and after urinating. Few people have this condition while emptying the bladder which is full and not emptied for a long time. Its my guess only.

Who says that men jerk uncontrollably during or after peeing? They do after so that droplets of urine will not stain their pants. Women have nothing to jerk
