Yes and No. Sacha Baron Cohen created and based the character after a Russian doctor he met. But his antics on the movie are completely original.

Yep. Its based on the true story of a young Texan who is ignorant to the ways of the world and yet, ventures out of Texas to win the hearts of Americans...no, I got Borat mixed up with George W Bush. Sorry!
