There are many different reasons, the most popular would be the nightlife and the girls. Thats not the only reason though. Some people go for business or to visit family. It is also cheaper then Manila and not as crowded.
I tried staying in Manila once, I did not like it. It was way too crowded, and the traffic makes it harder to get around. My fiance lives near Angeles city, I am going there to visit her, then we will go to the province to see family.

Angeles city is a former US base. a lot of bars, night life & other activities there for foreigners and the cost of living is low compared to Manila.

due to the great influence done by the marines when they stayed there before. angeles city in pampanga has been the home for US bases for quite a long time. many foreigners have established their lives there.

I am a foreigner who has visited Angeles City - NO, I went on business at Clark. But, MOST men go there for the girls (or guys, if you lean that way). They don't go for the great international cuisine restaurants on MacArthur Highway. It is simply for sex.

You got to remember Angeles City was close to Clark Airforce Base. Maybe these are Veteran's who come back to reminisce the good old days when they were young Airman way back then.
